എന്താണ് Earned Leave?
സർക്കാർ ജീവനക്കാർ ജോലി ചെയ്യുന്ന കാലയളവിന്റെ അടിസ്ഥാനത്തിൽ ലഭിക്കുന്ന പ്രധാന leave benefit ആണ് Earned Leave (EL). Duty period അനുസരിച്ച് leave അക്കൗണ്ടിലേക്ക് EL credit ചെയ്യപ്പെടുന്നു.
Earned Leave ഉപയോഗിച്ച് full pay സഹിതം leave എടുക്കാനും, surrender ചെയ്ത് cash benefit ലഭിക്കാനും കഴിയും. Retirement സമയത്ത് leave encashment benefit ലഭിക്കുന്നതും EL-ന്റെ പ്രധാന പ്രത്യേകതയാണ്.
സാധാരണ ലീവുകളെ അപേക്ഷിച്ച് Earned Leave-ന് കൂടുതൽ സാമ്പത്തിക മൂല്യമുണ്ട്. അതുകൊണ്ട് തന്നെ സർക്കാർ ജീവനക്കാർക്ക് ഏറ്റവും പ്രധാന leave category-കളിൽ ഒന്നായി ഇത് കണക്കാക്കപ്പെടുന്നു.
Earned Leave-ന്റെ പ്രധാന ഗുണങ്ങൾ
- Full pay സഹിതം leave എടുക്കാം.
- Leave surrender ചെയ്ത് cash benefit ലഭിക്കും.
- Retirement സമയത്ത് leave encashment benefit ലഭിക്കും.
- Long leave planning-ന് സഹായകരമാണ്.
- Leave balance accumulation വഴി future financial benefit ലഭിക്കും.
Probation, Promotion, Retirement എന്നിവയിൽ ഉള്ള സ്വാധീനം
സാധാരണ Earned Leave ഉപയോഗിക്കുന്നത് probation declaration-നെ ബാധിക്കില്ല. എന്നാൽ Leave Without Allowance (LWA) പോലുള്ള non-duty leave-കൾ probation period നീളാൻ കാരണമാകാം.
Earned Leave availed ചെയ്തതുകൊണ്ട് promotion eligibility സാധാരണ ബാധിക്കാറില്ല. EL duty-based leave category ആയി പരിഗണിക്കപ്പെടുന്നു.
Retirement സമയത്ത് accumulated Earned Leave balance-ന്റെ അടിസ്ഥാനത്തിൽ leave encashment benefit ലഭിക്കും. അതിനാൽ retirement benefits-ിൽ EL-ന് വലിയ പ്രാധാന്യമുണ്ട്.
കൂടുതൽ EL balance ഉള്ള ജീവനക്കാർക്ക് retirement സമയത്ത് വലിയ financial benefit ലഭിക്കാൻ സാധ്യതയുണ്ട്.
Rule 78 – Earned Leave Credit
ഒരു സ്ഥിരം ഉദ്യോഗസ്ഥന് അനുവദനീയമായ Earned Leave, duty period-ന്റെ 1/11 ഭാഗമാണ്.
Revised provisions പ്രകാരം accumulation limit 240 ദിവസത്തിൽ നിന്ന് 300 ദിവസമായി വർധിപ്പിച്ചു.
Duty period അടിസ്ഥാനമാക്കി leave credit ചെയ്യപ്പെടും. Vacation department ജീവനക്കാർക്ക് പ്രത്യേക വ്യവസ്ഥകൾ ബാധകം.
Rule 79 – Maximum Accumulation
Rule 79 പ്രകാരം Earned Leave accumulation-ന് പരമാവധി പരിധി നിശ്ചയിച്ചിരിക്കുന്നു.
Leave account-ിൽ balance ഉള്ളതിനനുസരിച്ച് surrender അനുവദിക്കും.
Suspension, non-duty periods തുടങ്ങിയവ leave credit calculation-നെ ബാധിക്കാം.
Earned Leave Surrender Rules
Surrender of Earned Leave
21.7.1967 ലെ GO(P) 294/67/Fin പ്രകാരം Earned Leave surrender സംവിധാനം നിലവിൽ വന്നു.
ഒരുതവണ 15 ദിവസത്തെ Earned Leave surrender ചെയ്യാം.
Surrender leave salary encashment ആയി ലഭിക്കും.
Leave surrender അനുവദിക്കാൻ leave balance നിർബന്ധമാണ്.

Vacation Department Rules
Actual duty period അടിസ്ഥാനമാക്കി leave eligibility നിശ്ചയിക്കും.
Vacation availed ചെയ്ത കാലയളവ് leave calculation-നെ ബാധിക്കും.
Teachers, lecturers, NCC staff, educational institution staff തുടങ്ങിയവർക്ക് പ്രത്യേക provisions ബാധകം.
