Who qualifies

Eligibility conditions

  • Permanent / regular Kerala State Government employee or aided-institution teacher.
  • Confirmed in service (probation completed), as required by the HBA order.
  • Enough remaining service to repay the advance before retirement.
  • Clear title to land/property — in the name of the employee or spouse.
  • Has not already availed the advance (HBA is generally a once-in-service benefit).
  • The purpose is an eligible one — construction, purchase of a house/flat, or extension/repair.

Your sanctioned HBA is the lowest of these three limits.

Final eligible amount = the smallest of the three. For a mid-career employee the ₹20 lakh ceiling usually binds; for someone near retirement, repayment capacity often becomes the limiting factor.

Who is eligible for HBA in Kerala?

Permanent / regular Kerala State Government employees and aided-institution teachers who have been confirmed in service and have enough remaining service to repay the loan before retirement are eligible. The exact minimum-service and other conditions are set by the governing HBA Government Order.

How is the maximum HBA amount decided?

Your sanctioned amount is the lowest of three limits: (1) Basic Pay × 50, (2) the Government ceiling of ₹20 lakh, and (3) your repayment capacity — broadly the monthly recovery (up to about 80% of basic pay) multiplied by your remaining months of service. Whichever is smallest is your eligible amount.

Does my remaining service affect the loan?

Yes — significantly. HBA is recovered from salary (principal first, then interest) within your service period. If you are close to retirement, your repayment capacity falls and may become the binding limit, reducing the amount you can borrow even if Basic × 50 is higher.

What can HBA be used for?

Constructing a new house, purchasing a ready-built house or flat, or extending/repairing an existing house — on land owned by the employee or spouse with clear title. The property is mortgaged to the Government until the advance is fully repaid.

Can both spouses who are government employees take HBA?

Joint loans are permitted in many cases, subject to the conditions in the HBA Government Order. The combined entitlement and the property/title requirements should be checked against the current order before applying.
